insofar as they impose a time for placing under contract the project
in Section (5)(P)(2)(c) of Chapter 504 of the Acts of 1966, as
amended by Chapter 610 of the Acts of 1968, relating to the con-
struction, or purchase and alteration of a President's residence at
Frostburg State College, having been previously waived by Chapter
610 of the Laws of 1968, be and they are hereby further waived to
allow an additional time of two years beginning on the effective
date of this Act for placing this project under contract.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1970.

AN ACT to repeal and re-enact, with amendments, Section 264(e)
of Article 66C of the Annotated Code of Maryland (1967 Replace-
ment Volume and 1969 Supplement), title "Natural Resources,"
subtitle "Fish and Fisheries," subheading "Part 2. Tidal Waters,"
to provide that the owners of pound nets shall place a light on them
and maintain said light between sunset and sunrise PROVIDING
FOR THE PROMULGATION OF RULES AND REGULATIONS
TO GOVERN THE LIGHTING OF POUND NETS.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 264(e) of Article 66C of the Annotated Code of Mary-
land (1967 Replacement Volume and 1969 Supplement), title "Natu-
ral Resources," subtitle "Fish and Fisheries," subheading "Part 2.
Tidal Waters," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

(e) Marking outer line of pound or net stakes; display of numbre
NUMBER [—] and lighting of pound nets—The outer end of each
line of pound or net stakes shall be plainly marked by a brush or other
suitable day marker, readily discernible to indicate the opening
between nets. The name of the owner and the license number of
each pound or stake net shall be displayed in black letters, not less
than two inches in height, upon a white background on a stake at
the outer end of the pound or line, at such height and in such position
as to be readily seen from adjacent navigable channels. Between
sunset and sunrise each pound net shall be marked by a white light
at its head. The light shall be furnished, placed, and maintained by
and at the expense of the owner, throughout the existence of the pound
net which it marks, whether or not nets are attached, until the last
pole has been removed. The light shall be at least six feet above
normal high water, and shall be visible in clear night weather for a
distance of at least one mile. The pound net owner shall maintain the
light so that it shall be lighted at all times between sunset and sunrise
