the [State Department of] Social Services Administration, the State
Superintendent of Schools, the Executive Director of the [Depart-
ment of] Employment Security Administration, [and] the Director
of the State Planning Department, and the Secretary of Employ-
ment and Social Services.

(c) Any appointive member of the Commission who without good
cause misses or fails to attend three consecutive meetings of the
Commission shall be deemed to have resigned or refused his mem-
bership. When the Governor determines there is a vacancy on the
Commission under the provisions of this section, he shall proceed
to fill it for the unexpired term, by appointing thereto, with the
advice of the Secretary of Employment and Social Services,
a person
with the qualifications specified in this section.

(b) It shall be the duty of the Commission to submit an annual
report to the Secretary of Employment and Social Services, to the
Governor, and to the General Assembly on or before January 1st
of each year, setting forth the results of its studies and its recom-
mendations, if any, for legislation.

134.

In order to provide for the vocational rehabilitation of disabled
persons, there is hereby established [under the direction and control
of the State Board of Education, a division]
an administration for
the vocational rehabilitation and placement in a gainful employment
of persons whose capacity to earn a living is or has been destroyed
or impaired, which administration shall be part of the State De-

partment of Employment and Social Services and which shall be
known as the Vocational Rehabilitation Administration. The head
of said administration shall be
known as the Commissioner of Voca-
tional Rehabilitation. The Commissioner shall be
appointed by the
Secretary of Employment and Social Services, with the approval of
the Governor, and shall hold office at the pleasure of the Secretary.
The Assistant Superintendent of Schools in charge of the Division
of Vocational Rehabilitation of the State Department of Education

on August 31, 1970, shall hold the office of Commissioner of Voca-

tional Rehabilitation at the pleasure of the Secretary of Employment

and Social Services. There shall be a Deputy Commissioner of the

Vocational Rehabilitation Administration who shall be appointed be
the Commissioner of Vocational Rehabilitation with the approval of

the Secretary of Employment and Social Services, and shall hold

office at the pleasure of the Commissioner of Vocational Rehabili-
tation. The Deputy Commissioner of Vocational Rehabilitation, in

SEC. 6. And be it further enacted by the General Assembly of

Maryland, That Sections 134, 136, 137, 138, 139, 140, and 141 of
Article 77 of the Annotated Code of Maryland (1957 Edition, 1969
Replacement Volume), title "Public Education," subtitle "Vocational
Rehabilitation," be and they are hereby repealed and reenacted, with
amendments, and that new Sections 141A, 141B, 141C, 141D, and

141E be and they are hereby added to Article 77 of the Annotated

Code of Maryland (1957 Edition, 1969 Replacement Volume), title
"Public Education," subtitle "Vocational Rehabilitation," to follow
immediately after Section 141 thereof, all to read as
