(8) To consult with the local director with respect to any new
service that might be instituted by said director or by the local
board or local commission to meet an unmet need in the county and
in Baltimore City, as the case may be, and to approve or disapprove
the local director's evaluation of the readiness of the local depart-
ment to take on the new service and the propriety of it within the
State plan; and to present to the State [Department] Administra-
tion suggested new services that it approves, whether these originate
from the local director or from the local board or local commission,
together with the recommendations of both the local director and
the local board or local commission;
(9) To take active steps to secure the appropriation of local funds
by the local governing authority to meet needs not financed by or
available through any other federal, State or local plan, project or
program, and which are not in conflict with the State plan;
(10) To meet with the Secretary of Employment and Social
Services or the State [Board] Director periodically, as may be re-
quested by the Secretary of Employment and Social Services or the
State [Board] Director or at the request of the local board or local
commission; and
(11) To establish and maintain effective liaison with the respec-
tive local governing authority.

The following institutions, agencies, and societies whether incor-
porated or not shall obtain a license from the State for the activities
herein mentioned: (a) those having the legal or physical care,
custody, or control of one or more minors; and (b) those which act
as child placement agencies, whether for adoption or otherwise. The
placement of a child by anyone other than a licensed child placement
agency, local department of social services or the child's natural
parent or parents, grandparents or the child's natural parent's adult
brothers or sisters is prohibited.
In each instance the license shall be issued by the [State Depart-
ment of] Social Services Administration upon due proof of com-
pliance with rules and regulations designed to secure the proper
care of such minors, which rules and regulations the State [Board]
Director of Social Services is hereby authorized to establish.
In the event that any other department of the State is also em-
powered by law to issue a license for any of the activities mentioned
herein, the [State Department of] Social Services Administration
is authorized to make cooperative arrangements with such other
State department to the end that either one, but not both, will
exercise the power to license, thus avoiding duplication of licensing.
Sec. 4. And be it further enacted by the General Assembly of
Maryland, That Section 362 of Article 41 of the Annotated Code of
Maryland (1957 Edition, 1965 Replacement Volume, 1969 Sup-
plement), title "Governor—Executive and Administrative Depart-
ments," subtitle "State of Maryland Office of Economic Opportunity,"
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:
