(b) On or before the first day of December in each year, the
commission shall make an annual report of the activities of the dis-
trict for the preceding fiscal year to the County Council and County
Executive of Montgomery County and to the Board of County Com-
missioners of Prince George's County. Each such report shall include
a complete operating and financial statement covering the operations
of the district during the year. The commission shall cause an audit
to be made of the books and accounts of the district at least once in
each year by certified public accountants and the cost thereof shall
be treated as an item of administrative expense.
Sec. 2. Be it further enacted, That this Act shall take effect on
December 7, 1970.

AN ACT relating to the Washington Suburban Sanitary Commission
to repeal Section 71-6(c), to renumber Sections 71-6(d), (e) and
(f) and to re-enact with amendments Sections 71-4(a), (b)(i),
(c) and (e), 71-6(a), 71-11(b), (c) and (e), 71-15(a), 71-32(b),
71-39 and 71-45(a) of the Montgomery County Code 1965, as
amended, and Sections 83-57(a), (b)(i), (c) and (e), 83-63
(b), (c) and (e), 83-67(a), 83-83(b), 83-90 and 83-96(a) of
the Public Local Laws of Prince George's County (1963 Edition),
being Articles 16 and 17 respectively of the Code of Public Local
Laws of Maryland, titles "Montgomery County" and "Prince
George's County," subtitle "Washington Suburban Sanitary Dis-
trict"; to authorize the County Executive of Montgomery County,
subject to the approval of the County Council, to appoint and
remove members of the Commission; to require appointees to the
Commission to submit annual financial statements to the County
Executive, to require the Commission to file annual audits with
the County Executive, to authorize the County Executive or his
designee to endorse Montgomery County's guarantee of Commis-
sion bonds, notes and certificates of indebtedness, to inspect Com-
mission's books and records, and to certify annually to the Com-
mission the whole valuation of assessable property within the
Sanitary District, to require the Commission to submit its six-
year capital improvements program to the County Executive and
County Council, and relating generally thereto.

of the Montgomery County Code 1965, as amended, and Sections

83-83 (b), 83-90 and 83-96 (a) of the Public Local Laws of Prince
George's County (1963 Edition), being Articles 16 and 17 respec-
