annual budget for administrative expenses to the County Execu-
tive, to authorize the County Executive to designate officers to
endorse Montgomery County's guarantee of Commission revenue
anticipation certificates of indebtedness, and to require the Com-
mission to submit an annual report of the activities of the Transit
District to the County Executive.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 72-5(a), 72-7, 72-15, 72-16(a) and 72-19(b) of the
Montgomery County Code 1965, as amended, and Sections 83A-5(a),
83A-7, 83A-15, 83A-16(a) and Section 83A-19(b) of the Public Local
Laws of Prince George's County (1963 Edition), as amended, being
Articles 16 and 17 respectively of the Code of Public Local Laws of
Maryland, titles "Montgomery County" and "Prince George's
County," subtitle "Washington Suburban Transit District"; be and
they are hereby re-enacted with amendments to read as follows :
72-5(a) (83A-5(a) ).
(a) The Commission shall be composed of six members, three to
be appointed, subject to the confirmation of the Montgomery County
Council, by the County [Council] Executive of Montgomery County
who may designate himself as one of the three members and three
by the Board of County Commissioners of Prince George's County.
At least one commissioner from [each] Prince George's County
shall be appointed from among the members of [the County Council
and] the Board of County Commissioners. The other commissioners
may be selected from among the members of the [respective govern-
ing bodies] Board of County Commissioners of Prince George's
County or may be selected from qualified residents of [each] Prince
George's County as [the County Council and] the Board of County
Commissioners sees fit. Each commissioner who shall be appointed
by the County Executive or from among the members of [the
County Council and] the Board of County Commissioners shall serve
at the pleasure of [his respective appointing body.] the County
Executive and the Board of County Commissioners, respectively.
Commissioners who are not appointed from the members of [the
County Council and] the Board of County Commissioners shall be
appointed for a period and term of three years, provided, however,
that except for commissioners who have been appointed as of March
15, 1966, and who are not members of the respective governing
bodies, commissioners shall be appointed for a three-year term and
period by the respective governing bodies duly elected at the 1966
general election. Members of the commission shall serve until their
successors have been appointed and qualified. The [governing bodies
of each of the counties] County Executive and the Board of County
Commissioners shall inform the commission of [its] their appoint-
ments to and removals from the commission by delivering to the
commission a certified copy of the resolution or other action making
the appointment or causing the removal.
72-15 (83A-15).
The commission annually shall submit to the County Council and
County Executive of Montgomery County and to the Board of County
Commissioners of Prince George's County a budget of its require-
ments for administrative expenses for the next ensuing year. There
