so notify the authority within a period of not more than sixty
days following the submission of the project to the [council] County
Executive by the authority. A copy of [such resolution] the notice
of rejection by the [council] County Executive of any project shall
be promptly transmitted to the authority, whereupon the authority
shall not thereafter proceed with the acquisition, construction, es-
tablishment and operation of such project, nor the issuance of bonds
therefor. The authority shall have the right without [council] the
approval of the County Executive to make minor improvements or
extensions of projects previously established or undertaken by the
authority.

In the absence of a rejection by the Council of a proposed project,
submitted by the authority as above provided or, upon the expiration
of the sixty-day period without action by the Council, the authority
may proceed with the project.

1(3) (2-156) County [manager's] Executive's approval of plans
for proposed project.

Except as otherwise provided by law, when projects are to be
constructed or improved by the authority for the use of the county or
any department thereof, no plans or specifications therefor shall be
presented for quotations or bids until such plans and specifications
shall have been submitted to and approved by the County [manager]
Executive of Montgomery County or his designated agents.

1(4) (2-157) Conveyances, assignments and advances to authority
[by council].

(a) The County [council] Executive of Montgomery County is
hereby authorized and empowered [through its proper officials]:

[(a)] (1) Conveyances. To convey to the authority its title
to any lands, streets, alleys, buildings, facilities or other public
places, upon payment to the county of the reasonable value of such
properties, such value to be determined by the authority and by the
County Executive with the approval of the County Council of Mont-
gomery County, such payment to be in cash or in bonds of the
authority at par; and

[(b)] (2) Assignments. To assign to the authority any rates,
rentals, fees or charges now being or hereafter received by the
county, such assignment to be made for the purpose of providing
additional security for any bonds to be issued under this Article or
for such other purposes as may be agreed to between the authority
and the county [; and] .

[(c) Advances.] (b) The County Council of Montgomery
County is hereby authorized and empowered to advance to the au-
thority from the general funds of the county, sums to be used by
the authority to defray expenses for investigations, engineering and
architectural studies, opinions, and compensation of employees and
counsel which may be incurred prior to the sale of its revenue
bonds; provided however, that such advances shall be repaid out of
the first proceeds of the sale of revenue bonds by the authority
following any such advance; and, provided further, that advances
may be made in accordance with section 2-161, as amended.
