taxed as part of the fee for recording such assignment or release,
or as part of the costs of the case where there has been a foreclosure
of mortgage or sale under a deed of trust.
40A. Indexing of Assignments and releases of mortgages and deed
of trust to secure debts.
(a) In all Clerks offices where land records are not recorded in
book form, the Clerks of the Circuit Courts shall index all assign-
ments of mortgages and deeds of trust and releases, or partial re-
leases, of deeds of trust, whether in long or short form, in the general
alphabetical indices provided for in Sections 54 and 55 of Article 17
of the Annotated Code of Maryland.
(b) In all clerks offices where land records are not recorded in
book form, whenever an assignment, release, or partial release shall
be recorded, the Clerks of the Circuit Courts shall place an entry
in the general alphabetical index where said instrument is indexed,
on the same horizontal line, indicating the place of record of the
original instrument being assigned or released.
SEC. 2. And be it further enacted, That this Act is hereby-
declared to be an emergency measure and necessary for the im-
mediate preservation of the public health and safety and having been
passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two houses of the General Assembly,
the same shall take effect from the date of its passage.

(House Bill 43)
AN ACT to add new Section 32A to Article 73B of the Annotated
Code of Maryland (1967 Replacement Volume), title "Pensions,"
subtitle "Transfers Between Retirement Systems," to follow im-
mediately after Section 32 thereof, to provide that where involun-
tary transfers are made between actuarial pension systems, both
employer and employee contributions shall be made, TRANS-
FERRED, TO PROVIDE FOR THE MANNER OF DETERMIN-
ING THE EMPLOYER CONTRIBUTION, TO PROVIDE that the
employee shall pay the rate of contribution determined for the
age when he joined the original system, and shall have refunded
or shall pay any difference in amount of contributions, and to be
retroactive to cover certain employees transferred from local to
State employment.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 32A be and it is hereby added to Article 73B of the
Annotated Code of Maryland (1967 Replacement Volume), title "Pen-
sions," subtitle "Transfers Between Retirement Systems," to follow
immediately after Section 32 thereof, and to read as follows:
