Mary's County," subtitle "County Commissioners," be and it is here-
by repealed and re-enacted, with amendments, to read as follows:
41.
(a) The County Commissioners of Calvert, Charles and St. Mary's
Counties are each authorized to appropriate annually the sum of five
thousand dollars ($5,000.00) in order to make a total of fifteen thou-
sand dollars ($15,000.00) available annually for the use of the [Tri-
County Committee for Community Action] Tri-County Council for
Southern Maryland.
(b) The County Commissioners of Calvert, Charles and St. Mary's
Counties are authorized and directed respectively, to appropriate
annually the following sums for the use of the [Tri-County Com-
mittee for Community Action] Tri-County Council for Southern
Maryland: Calvert County, two thousand dollars ($2,000.00); Charles
County, four thousand dollars ($4,000.00); St. Mary's County, four
thousand dollars ($4,000.00). The sums so appropriated shall be used
together with funds presently available to the [Committee] Council
for the purpose of [securing the services of a planner, to be known as
the Tri-County Planner] fostering cooperative planning and develop-
ment in the tri-county region.
Sec. 4. And be it further enacted, That this Act shall take effect
July 1, 1970.

AN ACT to add new Section 131A to Article 41 of the Annotated
Code of Maryland (1965 Replacement Volume), title "Governor—
Executive and Administrative Departments," subtitle "The Execu-
tive Department," subheading "Department of Parole and Proba-
tion," to follow immediately after Section 131 thereof, providing
for the creation of a voluntary citizens' parole and probation unit
to be known as GUIDE and generally relating thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 131A be and it is hereby added to Article 41
of the Annotated Code of Maryland (1965 Replacement Volume),
title "Governor—Executive and Administrative Departments," sub-
title "The Executive Department," subheading "Department of Pa-
role and Probation," to follow immediately after Section 131 thereof,
and to read as follows:
131A.
The Department of Parole and Probation is authorized to establish
a citizens' support unit to be known as GUIDE- , WHICH SHALL
STAND FOR GIVE UNDERSTANDING, INSPIRATION, DIREC-
TION AND ENCOURAGEMENT. This unit shall be comprised of
