Employees," to delete the per annum salaries paid to the majority
clerk, the minority clerk, and two registrars, and provide that
these salaries be established in the annual appropriations resolu-
tion and levy in Montgomery County, and to provide that the
board shall also employ and appoint sufficient and appropriate
staff for the performance of duties required by Article 33.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 2-6(d) of Article 33 of the Annotated Code of Mary-
land (1969 Cumulative Supplement), title "Election Code," subtitle
"Election Boards and Employees," be and is hereby repealed and
re-enacted, with amendments, to read as follows:
2-6.
(d) Montgomery County.—The board in Montgomery County
shall employ and appoint a majority clerk [who shall be paid for
his services as such $2,400 per annum], a minority clerk [at a salary
of $2,400 per annum], and two registrars who shall constitute the
permanent board of registry [at a salary of $5,000 each per annum],
and each member of the permanent board of registry shall be paid
the [further] sum of $1,200 per annum for the expenses incident to
the operation of their automobiles. The board shall also employ and
appoint [a stenographer and a clerk at a salary of $3,600 each per
annum and twelve clerks at a salary of $3,000 each per annum]
sufficient and appropriate staff for the performance of duties re-
quired by this article. All [such] salaries shall be established in the
annual appropriations resolution and levy in Montgomery County
[except that they may not be less than as specified as hereinabove].
The number of clerks and other employees appointed by the board
for the majority party shall not exceed, at any time, the number of
clerks or employees of the principal minority party by more than
one. The majority clerk of the board and one person who shall be
appointed by the Governor in the same manner and on the same
terms and conditions as the members of the board are appointed
and who shall belong to the principal minority party, and who will
be the minority clerk, shall constitute the board of registry for the
county.
The majority clerk as defined in this subsection shall be deemed
an appointed official within the meaning of Section 11 of Article
73B of the Annotated Code of Maryland, and any amendments
thereto, and shall be treated as such for all purposes of said Article
73B.
Sec. 2. And be it further enacted, That this Act shall take effect
on July 1, 1970.
