SEC. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 435
(House Bill 25)

AN ACT to repeal and re-enact, with amendments, Section 2-7(d)
of Article 33 of the Annotated Code of Maryland (1967 Replace-
ment Volume and 1969 Supplement), title "Election Code," sub-
title "Election Boards and Employees," to provide that the appoint-
ment and tenure of election judges will not overlap when a State-
wide primary in September is followed by a Presidential Statewide
primary in May.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 2-7 (d) of Article 33 of the Annotated Code of Mary-
land (1967 Replacement Volume and 1969 Supplement), title "Elec-
tion Code," subtitle "Election Boards and Employees," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:

2-7.

(d) The judges shall be appointed not later than the Tuesday
which is thirteen weeks prior to the Statewide primary election in
any year in which a Statewide primary election is to be held; and
unless excused for good cause by the board they shall be bound to
serve in such position [for a period of two years] until the Tuesday
which is thirteen weeks prior to the next Statewide primary election.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote supported by three-fifths of all the members elected
to each of the two houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 436
(House Bill 28)

AN ACT to repeal and re-enact, with amendments, Section 7(1)(e)
of Article 33 of the Annotated Code of Maryland (1967 Replace-
ment Volume and 1969 Supplement), title "Election Code," sub-
title "Nomination by Petition," to provide that papers which form
part of a certificate of candidacy be delivered by a certain date.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 7(1)(e) of Article 33 of the Annotated Code of Mary-
land (1967 Replacement Volume and 1969 Supplement), title "Elec-
