License Commissioners in Baltimore City or in any County
occurring when the Legislature is not in session, the Gover-
nor shall appoint some eligible person to fill the vacancy
during the remainder of the term of office of the person
originally appointed. In each of the following Counties the
respective Boards of County Commissioners shall consti-
tute the Board of License Commissioners: Carroll, Cecil
and Dorchester Counties.

In Baltimore County, the Board of County Commission-
ers shall appoint annually three persons who shall consti-
tute the Board of License Commissioners for said County
and the said Board of License Commissioners shall hold
their office, possess the powers, perform the duties and be
subject to removal as herein prescribed, except that the
Board of County Commissioners shall have the power to
remove the members of said Board for the causes herein
prescribed. The County Commissioners of said County
shall fix and determine the salaries of the Chairman and
members of said Board of License Commissioners; pro-
vided that no member of said Board shall receive an annual
salary of more than Two Thousand Dollars ($2, 000. 00).

In Montgomery County, the Liquor Control Board cre-
ated and appointed as hereinafter provided shall constitute
the Board of License Commissioners for said County.

In the City of Annapolis, the Mayor, Counselor and
Aldermen of the City of Annapolis shall have power to
receive applications for beer licenses, Classes A, B, C and
D, and for beer, wine and liquor licenses, Classes A, B, and
C, for places of business located in the City of Annapolis,
and shall have power to approve or disapprove such appli-
cations, and shall have power to fix the fees for all such
licenses in said City; in the event of approval they shall
issue a certificate to the Clerk of the Circuit Court for
Anne Arundel County, which shall be sufficient authority
to said Clerk to issue the license upon the payment of the
fee prescribed. They shall have the power to make and
enforce such rules, regulations and restrictions, in addi-
tion to, or in substitution of, those contained in this Arti-
cle, but not inconsistent therewith, as in the judgment
of said Mayor, Counselor and Aldermen of the City of
Annapolis would give said municipality more effective con-
trol of each of said places of business. Provided, that noth-
ing in this Article contained shall be construed to repeal or
modify any of the provisions of Section 54 of Article 2
of the Code of Public Local Laws of Maryland, forbidding
the sale of intoxicating liquor to midshipmen and others,
as stipulated in said Act.
