The Board's eleven members are appointed to
four-year terms by the Governor with Senate advice
and consent. One member represents a telephone
utility company operating in Maryland. One mem-
ber each represents the Maryland Institute for
Emergency Medical Services, the Maryland State
Police, the Maryland Public Service Commission,
and the Association of Public Safety Communica-
tions Officers. Of two members representing
county fire services in Maryland, one represents
career fire services and the other volunteer fire
services. One member represents police services,
one represents emergency management services,
and two represent the public. The Governor desig-
nates the chairperson (Code 1957, Art. 41, secs.
18-101 through 18-108).
HANDGUN PERMIT REVIEW BOARD

The Handgun Permit Review Board was created
in 1972 (Chapter 13, Acts of 1972).
Any person whose application for a handgun
permit or renewal of a permit has been rejected or
whose permit has been revoked or limited may ask
the Board to review the decision of the Superinten-
dent of the Maryland State Police. The Board can
either sustain, reverse, or modify the decision of the
Superintendent, or conduct a hearing to establish
the facts.
From the general public, the Governor appoints
the Board's five members with Senate advice and
consent. Members serve three-year terms (Code
1957, Art. 27, sec. 36E).
INMATE GRIEVANCE OFFICE

The Inmate Grievance Office originated as the
Inmate Grievance Commission in 1971 to adjudi-
cate inmate grievances and complaints (Chapter
210, Acts of 1971). The Commission was reorgan-
ized under its present name in 1991 (Chapter 251,
Acts of 1991).
Any person confined to an institution within the
Division of Correction, or otherwise in the custody
of the Commissioner of Correction, or confined to
Patuxent Institution may submit any grievance or
complaint against any official or employee of the
Division of Correction or Patuxent Institution to
the Inmate Grievance Office. A grievance or com-
plaint that merits further consideration is referred
to the Office of Administrative Hearings.
With the approval of the Governor, the Secretary
of Public Safety and Correctional Services appoints the
Executive Director (Code 1957, Art. 41, sec. 4-102.1).

SUNDRY CLAIMS BOARD

The Sundry Claims Board was established in
1961 (Chapter 440, Acts of 1961). The Board
administers claims filed by any prisoner who has
been injured in the course of employment while
working for compensation in the Patuxent Institu-
tion, or the Baltimore City Detention Center.
Three ex officio members or their designees serve
on the Board. The Governor designates the chairper-
son and secretary (Code 1957, Art. 41, sec. 4-701).
MARYLAND STATE POLICE

The Maryland State Police originated in 1935
(Chapter 303, Acts of 1935). The agency is charged
with enforcing State motor vehicle and criminal laws
and safeguarding the lives and safety of all persons
within the State. The agency protects property and
assists all persons to secure the equal protection of law.
The agency also preserves the public peace; detects
and prevents crime; and enforces the laws and ordi-
nances of the State and its local subdivisions. It appre-
hends and arrests criminals and those who violate or
are lawfully accused of violating such laws and ordi-
nances; and preserves order in public places. In addi-
tion, the agency maintains the safe, orderly flow of
traffic on public streets and highways and cooperates
with and assists law enforcement agencies in carrying
out their duties.
The Maryland State Police has statewide juris-
diction except in incorporated municipalities.
Within municipalities the agency may exercise juris-
diction under certain conditions, as regulated by
statute (Code 1957, Art. 88B, secs. 3, 4, 20, and
23). The State Police also enforces the laws relating
to controlled dangerous substances (narcotics)
throughout the State with no jurisdictional limita-
tions (Code 1957, Art. 27, sec. 298(g)).
Appointed by the Governor with Senate advice
and consent, the Superintendent serves at the pleas-
ure of the Governor. The Superintendent may des-
ignate two deputy superintendents with the
approval of the Secretary of Public Safety and Cor-
rectional Services (Code 1957, Art. 88B, secs. 14,
16).
The Maryland State Police is organized into four
bureaus: Administrative Services; Special Operations;
