The Henryton Center was established in 1922 for
the care of tuberculosis patients (Chapter 464, Acts
of 1922). In 1963, the hospital was transferred to
the Department of Mental Hygiene (Chapter 110,
Acts of 1963). The training and habilitation pro-
gram at Henryton Center is being phased out, and
the facility is scheduled to close in mid-1985 (Code
Health-General Article, sec. 7-305).

HIGHLAND HEALTH FACILITY

The Highland Health Facility opened in 1972.
The Facility provides intensive habilitation for
physically handicapped, mentally retarded, and
developmentally disabled persons between three
and sixteen years of age. The major emphasis is on
mobilization training for both nonambulatory and
partially ambulatory individuals. A special educa-
tion program focuses on the special problems and
needs of mentally retarded and developmentally
disabled residents.
The Facility is budgeted for ninety-nine mentally
retarded and developmentally disabled residents
and forty-seven pyschiatric residents (Code
Health-General Article, sec. 7-305).

The Holly Center was established by Chapter
435, Acts of 1968, as the Regional Mental Retar-
dation Center—Eastern Shore. It is designed to
provide living and programming space for 250
residents. A full range of comprehensive and
diversified services is offered to all retarded indi-
viduals and their families residing in the nine
counties of the Eastern Shore. Education, training,
and habilitation services and programs are provid-
ed in both the Center and the community for the
facility's retarded residents (Code Health-General
Article, sec. 7-305).

The Potomac Center was established to serve the
residential needs of mentally retarded and develop-
mentally disabled persons residing in Frederick,
Washington, Allegany, and Garrett counties (Code
Health-General Article, sec. 7-305). The Center
provides comprehensive habilitative services to
expedite the return of clients to a less restrictive
environment.
The Center serves mentally retarded and devel-
opmentally disabled persons of all ages functioning
