the Board of Regents to the governor. The
governor has the right to increase or re-
duce it. I did not want the session to ter-
minate without correcting those two factual
mistakes.

THE CHAIRMAN: Delegate Powers.

DELEGATE POWERS: I move the
Committee of the Whole rise and report
that it has not yet concluded consideration
of Committee Report EB-1.

(Whereupon, the motion was duly sec-
onded.)

THE CHAIRMAN: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

(Whereupon, at 10:15 P.M., the Commit-
tee of the Whole rose, and the Convention
reconvened.)

at-Arms.)

PLENARY SESSION
NOVEMBER 27, 1967—10:15 P.M.
PRESIDENT H. VERNON ENEY,

PRESIDING

THE PRESIDENT: The Convention will
come to order.

The Committee of the Whole wishes to
report that it has had under consideration
Committee Report EB-1, still has it under
consideration, and asks leave to sit again.

THE PRESIDENT: Are there any an-
nouncements by committee chairmen? Dele-
gate Penniman.

DELEGATE PENNIMAN: The Com-
mittee on Style will meet Tuesday and
Thursday of this week, beginning at
9:30 P.M.

THE PRESIDENT: Are there any other
announcements ?

All delegates not present at roll call
may indicate their presence by the supple-
mentary roll call.

Are there any other announcements?
Delegate Dorsey.

DELEGATE DORSEY: This was the
original session this afternoon when we met
at 2:00 P.M.? I answered the roll after
dinner, but I did not answer it before.

THE PRESIDENT: The Journal Clerk
will please record Delegate Dorsey as being

present at the earlier session this after-
noon.

Are there any other announcements? The
Chair recognizes Chairman Powers, Chair-
man of the Committee on Calendar and
Agenda.

DELEGATE POWERS: I would like to
announce that the plan and procedure from
this point forward is that we would meet
after an hour and a half's recess on
Wednesday and Friday of this week and
next week as well as on Monday. We would
meet until 10:00 P.M. So that will be clear,
we will have night sessions on Monday,
Wednesday and Fridays but not on Tues-
day, Thursday or Saturdays. We still plan
to convene at 2:00 P.M. on Mondays and at
10:00 A.M. the other five days of the week.

On Saturdays it will be 10:00 A.M. in
the morning until 6:00 P.M. with an hour
and a half recess at lunchtime.

I move we adjourn until 10:00 A.M. to-
morrow morning.

(Whereupon, the motion was duly sec-
onded.)

All those in favor, signify by saying
Aye; contrary, No. The Ayes have it. It is
so ordered.

(Whereupon, at 10:17 P.M., the Conven-
tion was adjourned to reconvene at 10:00
A.M. on Tuesday, November 28, 1967.)

The Convention will please come to order.

The invocation today will be offered by
the Reverend Nicholas Dohoney of St.
Paul's Catholic Church in Ellicott City. Dr.
Dohoney.

DR. DOHONEY: Our help is in the
name of the Lord, who hath made heaven
and earth. Oh, Lord, hear my prayer and
let my cry come unto Thee.

Let us pray:
