may deem proper for the management and government of its
affairs. The said company is hereby empowered to exercise
the right of condemnation as provided by statute for railroad
companies.

SEC. 8. And be it enacted, That the said company is hereby
authorized and empowered to construct, maintain, equip and
lay conduits, tubes or pipes under any of the roads or high-
ways, streets, pavements, avenues, parks, alleys or lanes of
any or all of the cities, counties or towns of this State, and
to operate the same by compressed air, power or pressure, for
the transporting of mail or merchandise, and may charge such
tolls and rates therefor as the Board of Directors may deter-
mine, and may erect such compressing, charging or power
stations as the company may deem necessary; provided, how-
ever, that this authority shall be exercised in the cities and
towns of this State, subject to such reasonable regulation as
may be prescribed by such cities and towns with reference to
the locality and character of such conduits, tubes or pipes;
provided, however, that said corporation shall in all respects
be subject to the provisions of Chapter one hundred and
twenty -three of the Acts of the General Assembly of eighteen
hundred and ninety-eight, and all ordinances passed by the
Mayor and City Council of Baltimore in conformity there-
with, and shall be subject to the control in every respect to
the Mayor and City Council of Baltimore in so far as its
operations may be carried on in the City of Baltimore, and
nothing herein contained shall be construed to the contrary.

SEC. 9. And be it enacted, That this Act shall take effect
from the date of its passage.

AN ACT to repeal and re-enact with amendments, Sections
forty-three and fifty-one of the Acts of the General Assem-
bly of Maryland, eighteen hundred and ninety-eight, chap-
ter one hundred and twenty-three, being Article 4 of the
Code of Public Local Laws, title "Baltimore City," sub-
title "Charter," relating to collection of taxes,

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections forty-three and fifty-one of Article 4, of
the Code of Public Local Laws of Maryland as amended and
re-enacted by the Acts of eighteen hundred and ninety -eight,
