390 ADDRESSES AND STATE PAPERS

Governor Agnew said he plans the following as initial steps:

1. A broader coordination of State and local programs on alcohol-
ism through the recently formed Inter-agency Committee on Compre-
hensive Health Planning, which the Governor heads as Chairman.

2. Encouragement of private programs involving business and
labor, and particularly more active support by the liquor industry
itself.

3. A more intensive effort by the State to provide necessary facili-
ties for specialized treatment of alcoholics.

4. An extensive educational campaign by the State and by private
industry to better inform the public on the nature of alcoholism as a
disease, and facilities and programs available for its treatment.

5. Consultation with Judges to develop more effective ways of
handling cases involving alcoholics, particularly in view of recent
court decisions which have indicated that the chronic alcoholic cannot
be considered a conventional criminal offender.

6. A revision of State laws to reflect modern thinking and a more
practical approach to the treatment of alcoholics and alcoholism.

Governor Agnew said he is asking Attorney General Francis B.
Burch and committees of the Medical-Chirurgical Faculty and the
Maryland State Bar Association to undertake a complete review of
State laws on drunkenness, alcoholics and alcoholism and recommend
necessary and desirable changes to the 1968 session of the Maryland
Legislature.

NEWS RELEASE AND STATEMENT ON PERSONNEL
STUDY COMMITTEE

September 5, 1967

Governor Agnew today announced the appointment of the Per-
sonnel Study Committee of his Task Force on Modern Management.

The Governor designated Donald G. Roberts of Bethesda as Chair-
man of the Committee.

Other members are: William M. Houck, Chairman of the House
Ways and Means Committee of the Maryland Legislature; George B.
Newman, President of the Kelly Springfield Tire Company in Cumber-
