Member, House of Delegates, 1963-67.  Member of Senate, 1967-86.  Deputy Majority Leader, 1975-78; Majority Whip, 1979.  Chairman, Executive Nominations Committee; Co-Chair, Joint Committee on Federal Relations.  Member, Judicial Proceedings Committee.  President, National Black Caucus of State Legislators, 1979-81.

Private Career and Other Public Service:
Mortgage banker, real estate broker, and consultant.  Former Member, Young Democrats of Maryland; Baltimore Junior Chamber of Commerce.  Member, YMCA; NAACP; Kappa Alpha Psi; Urban League; Prince Hall Masons.
