BEST INFO SOURCE : NOAA CHART HISTORY CARD FOR CHART 390.
DESCRIPTION : THIS U.S. COAST SURVEY PRELIMINARY CHART IS THE THIRD FROM EAST OF FOUR CHARTS COVERING THE NAVIGABLE POTOMAC RIVER. THE 1863 ANNUAL REPORT OF THE USCS TO CONGRESS INDICATES THAT PRELIMINARY CHARTS FOR SHEETS 1,2, AND 3 WERE ENGRAVED AND THAT SHEET 4 WAS BEING ENGRAVED. ALTHOUGH THE CHART CARRIES AN 1862 DATE IN THE TITLE, SOME OF THE HYDROGRAPHY IS SHOWN AS HAVING BEEN EXECUTED IN 1863. THEREFORE IT IS LIKELY THAT THIS CHART WAS RELEASED LATE IN 1863. IT WAS ALSO INCLUDED IN THE 1864 ANNUAL USCS REPORT. THIS SHEET ON HEAVY PAPER, ACCORDING TO THE 1864 ANNUAL REPORT WAS OFFERED SEPARATELY FOR SALE IN ITS PRELIMINARY CONDITION. THE REPRESENTATIVE SOUNDINGS LOOK COMPLETE EXCEPT FOR THE CREEKS OF THE RIVER. THE TOPOGRAPHY IS INCOMPLETE ON BOTH SIDES OF THE RIVER, WITH SOME OF THE UNSURVEYED SHORELINE REPRESENTED BY DOTTED LINES.

THE 1863 ANNUAL REPORT INDICATES THAT THE HYDROGRAPHY WAS DONE PRIMARILY BY LIEUT. COMDR. T.S. PHELPS IN THE STEAMER CORWIN. REGARDING THE BOTTOMS, PHELPS REPORTED THAT THE LUMPS ON THE BOTTOMS BETWEEN LOWER CEDAR POINT AND COB POINT ARE ABRUPT AND MOSTLY CONE SHAPED AND COMPOSED PRINCIPALLY OF OYSTERS AND SAND. TEN FEET WAS THE LEAST WATER FOUND ON THEM. HE REPORTED FURTHER THAT "THE SOUTHERN BANK OF THE POTOMAC WAS TRAVERSED BY BANDS OF REBEL SOLDIERS WHILE THE PARTY IN THE CORWIN WAS PROSECUTING THE HYDROGRAPHY, BUT THOUGH OFTEN WITHIN GUNSHOT, THE BOAT PARTIES WERE IN NO INSTANCE MOLESTED. THESE BANDS WERE SUPPOSED TO BE CONCERNED IN RECEIVING AND AIDING THE CONTRABAND TRAFFIC ACROSS THE RIVER. THE BANDS UNDOUBTEDLY ACCOUNT FOR THE INCOMPLETE TOPOGRAPHY OF THE SOUTHERN SHORE.

A MORE COMPLETE EDITION OF THIS CHART WAS PUBLISHED FROM 1882 TO 1905 (SEE CHART 402U5). THE CHART WAS CANCELLED AFTER A THIRD EDITION IN 1905 AND WAS REPLACED BY CHART 559.

DATA IS FROM THE NOAA CHART HISTORY CARD FOR CHART 390, THE USCS ANNUAL REPORTS AND FROM OBSERVATION OF THE COPIES IN THE HUNTINGFIELD COLLECTION.

EDITION & STATE INFO : THERE WERE THREE EDITIONS OF THIS CHART, 1862, 1882 AND 1905 BEFORE IT WAS REPLACED BY CHART 559.

ED. 1 - (1862) - THIS IS A PRELIMINARY CHART, PROBABLY FIRST PUBLISHED IN LATE 1863. NONE OF THE CREEKS WERE DRAWN IN DETAIL AND THE TOPOGRAPHY WAS INCOMPLETE ON THE SOUTHERN SIDE OF THE RIVER. THIS IS THE CHART DESCRIBED HEREIN.

ED. 2 - (1882-1905) - ADDITIONAL DETAIL ON SOME OF THE SOUTHERN CREEKS IS INCLUDED AND A DIAGRAM OF CHARTS OF THE POTOMAC IS ADDED IN THE BOTTOM LEFT CORNER. SEE CHART # 402U5.

ED. 3 - (1905) - THIS EDITION HAS NOT BEEN SEEN BY THE WRITER.

DATA IS FROM THE NOAA CHART HISTORY CARD FOR CHART 390 AND FROM OBSERVATION OF THE COPIES IN THE HUNTINGFIELD COLLECTION.

HFC OWNERSHIP DATA : THE HUNTINGFIELD COLLECTION HAS TWO COPIES OF THE 1862 EDITION ON THIN PAPER WITH BROWNING AT THE FOLDS AND HOLES AT THE INTERSECTIONS WITH MINOR LOSS OF DATA. THE ACQ. #s ARE C015-2U1 AND B014-H1. THE CORRESPONDING MDHR #s ARE MSA SC1399-569 AND MSA SC1399-654. THE COLLECTION ALSO HAS A COPY OF THE 1882-1905 EDITION IN BLUISH-GREEN INK ON HEAVY PAPER. IT APPARENTLY WAS A STRIKE DONE AROUND 1970 FROM THE ORIGINAL PLATE # 1148 UPDATED THROUGH 1902. IT HAS AN ACQ. # OF NOAA012-GIFT AND A MDHR # OF MSA SC1399-685.
