DESCRIPTION : THIS U.S. COAST SURVEY PRELIMINARY CHART IS THE SECOND FROM EAST OF FOUR SHEETS COVERING THE NAVIGABLE POTOMAC RIVER. IT WAS CHART 389 ON PLATE 910. THE 1862 AND 3 ANNUAL USCS REPORTS INDICATE THAT PRELIMINARY CHARTS FOR SHEETS 1,2,& 3 WERE ENGRAVED AND THAT SHEET 4 WAS BEING ENGRAVED. SINCE A PRICE IS GIVEN UNDER THE USCS SYMBOL, THIS SHEET MAY HAVE BEEN OFFERED SEPARATELY FOR SALE IN ITS PRELIMINARY CONDITION. THE REPRESENTATIVE SOUNDINGS LOOK COMPLETE EXCEPT FOR SOME OF THE CREEKS OF THE RIVER. THE TOPOGRAPHY IS INCOMPLETE ON BOTH SIDES OF THE RIVER, WITH THE UNSURVEYED SHORELINE REPRESENTED BY DOTTED LINES.

THE 1863 ANNUAL REPORT INDICATES THAT THE HYDROGRAPHY WAS DONE PRIMARILY BY LIEUT. COMDG. T.S. PHELPS IN THE STEAMER CORWIN. REGARDING THE BOTTOMS, PHELPS REPORTED THAT THE LUMPS ON THE BOTTOMS BETWEEN CEDAR POINT AND COB POINT ARE ABRUPT AND MOSTLY CONE SHAPED AND COMPOSED PRINCIPALLY OF OYSTERS AND SAND. TEN FEET WAS THE LEAST WATER FOUND ON THEM. HE REPORTED FURTHER THAT "THE SOUTHERN BANK OF THE POTOMAC WAS TRAVERSED BY BANDS OF REBEL SOLDIERS WHILE THE PARTY IN THE CORWIN WAS PROSECUTING THE HYDROGRAPHY, BUT THOUGH OFTEN WITHIN GUNSHOT, THE BOAT PARTIES WERE IN NO INSTANCE MOLESTED. THESE BANDS WERE SUPPOSED TO BE CONCERNED IN RECEIVING AND AIDING THE CONTRABAND TRAFFIC ACROSS THE RIVER. THE BANDS UNDOUBTEDLY ACCOUNT FOR THE INCOMPLETE TOPOGRAPHY OF THE SOUTHERN SHORE.

IN THE 1868 USCS ANNUAL REPORT TO CONGRESS, A NEW VERSION ON THE SAME PLATE WAS ISSUED WITH MUCH MORE COMPLETE INFORMATION. IN DECEMBER, 1877 A NEW PLATE, # 1171, WAS ISSUED AND A MORE COMPLETE EDITION PUBLISHED. THAT PLATE WAS TWICE REVISED THROUGH AUGUST, 1906 BEFORE BEING CANCELLED AND REPLACED BY CHART 558.

DATA IS FROM THE NOAA CHART HISTORY CARD FOR CHARTS 389, 588, AND 12286 AND FROM OBSERVATION OF THE COPIES IN THE HUNTINGFIELD COLLECTION.

EDITION & STATE INFO : THIS CHART, # 389, ALTHOUGH IN PRELIMINARY FORM, WAS RELEASED TO THE NAVY IN 1862 ON HEAVY PAPER FOR USE IN THE CIVIL WAR. IT WAS NOT UNTIL THE USCS ANNUAL REPORT FOR 1864, PUBLISHED IN 1866, THAT THE CHART WAS MADE GENERALLY AVAILABLE. IN DECEMBER, 1877 A NEW PLATE, # 1171, WAS ISSUED AND A MORE COMPLETE EDITION WAS PUBLISHED. THAT PLATE WAS TWICE REVISED THROUGH AUGUST, 1906 BEFORE BEING CANCELLED AND REPLACED BY CHART 558.

CHART # 558, THE FIRST ISSUE OF WHICH WAS DATED OCTOBER, 1907, WAS CHANGED TO A 1:40,000 SCALE FROM 1:60,000 PREVIOUSLY. WITH EDITION 16 OF AUGUST 17, 1974, THE CHART NUMBER WAS CHANGED TO 12286. THE 25TH EDITION OF DECEMBER 23, 1989 WAS CONVERTED TO THE 1983 NORTH AMERICAN DATUM.

HFC OWNERSHIP DATA : THE HUNTINGFIELD COLLECTION HAS TWO COPIES ON THIN PAPER WITH BROWNING AT THE FOLDS AND HOLES AT THE INTERSECTIONS WITH SOME LOSS OF DATA. THE FOLDS HAVE BEEN STRENGTHENED ON ONE. THE BEST COPY HAS AN ACQ. # OF C015-2U1 AND A MDHR # OF MSA SC1399-570. THE OTHER HAS AN ACQ. # OF B014-H1 AND A MDHR # OF MSA SC1399-655. IN ADDITION, THE COLLECTION HAS A POOR COPY OF THE 1868 EDITION ON THIN BRITTLE PAPER WITH BROWNING AND SEPARATION AT THE FOLDS, INEXPERTLY REPAIRED. IT HAS AN ACQ. # OF NOAA010-GIFT AND A MDHR # OF MSA SC1399-934.
