In January 1998, the Governor created the Women's Health Promotion Council (Executive Order 01.01.1998.05). The Council identified issues facing women at each stage of their lives, cataloged their health needs, and developed guidelines and resources to meet these needs. The Council also documented the health and economic benefits resulting from investments in services for women.

The Council last met in October 2003.
