The Task Force to Study Moving Overhead Utility Lines Underground was created effective January 1, 2003 (Chapter 179, Acts of 2002). Its charge was to study and identify how to facilitate and reduce the costs of transferring overhead utility lines underground. The Task Force also was to recommend ways by which public service companies and municipal corporations can coordinate construction, maintenance and repair projects on or near roadways. Additionally, it was to propose plans for the long-term maintenance and repair of utility lines after they are placed underground.

On December 30, 2003, the Task Force submitted its report to the Governor and General Assembly.
