In July 2007, the Task Force to Study the Feasibility of Developing Urban Senior-Care Communities in Baltimore City was authorized (Chapter 510, Acts of 2007). While evaluating the potential for senior-care communities in Baltimore City, the Task Force investigated: using tax credits as incentives to the private sector in their development; and using Medicaid or Medicare funding for health care services needed within such communities.

The Task Force submitted its report in May 2008. Authorization for the Task Force continued through June 30, 2008.
