"I have received your letter of the 3d instant. It is not in my power to separate the pay rolls from the accounts of the State of Maryland as they now form a part of the file as the account was revised and admitted by the Second Comptroller, & as they are the evidence of the various sums allowed for the services exhibited on the muster rolls. The reasons contained in my letter of the 6 June, shewing why they may be dispensed with by the Paymaster will, it is presumed, be satisfactory to him.

"Enclosed you will receive an order on the Treasury in favor of Dr. Rogers for 59.56, allowed him by the Executive for bringing Negro Simon from the State of Delaware. They have deducted 20 $ paid to Andrew Barnaby for attending at Easton as a witness against Simon on the ground that it is a charge against he County and fifty dollars paid for apprehending him. As it is your wish that the papers connected with the suspended items should be forwarded to Washington, I have done as you directed. You can therefore give your direction to Mr. Hagner. I have received within two days, two vouchers which will satisfy Mr. H. as to the propriety of refunding to the State the amount paid Doct. Lee and Genl. Marriott, amounting to $205.76."

"The difficulties and, indeed, the total impracticability of satisfying the strict requirements of the auditor in relation to the suspended balances of the State's claims against the United States has induced em to wait for the answers of militia officers, and other persons to whom Mr. Pinkney was applied, during the present year, for explanation and additional proofs in order that we might resubmit the case as heretofore, to the sound directions of the Secretary of War, with the best evidence that can be provided. Many additional vouchers have been thus supplied an have been lately forwarded by Mr. Pinkney to the War Department..."

"I have sent to Mr. Lloyd a list of items of the State's claim against the General Government, that stands suspended for the want of vouchers, and as some of them concern you, I would respectfully suggest to you whether it would not to see [sic] Mr. Lloyd, and make such explanation to him as you may think will be useful. I have written to Cols. Hawkins, Harrison and Gough about the advances that you made to them but have received nothing of a satisfactory nature from them. The voucher which I forwarded to Mr. H will I hope remove his objections to passing the amount that was advanced to Cols. Tilghman and Dorsey to the credit of the State..." Lists amounts owed to Stewart for what he loaned various officers; total $1,433.02.

"Sir, I have the honor to acknowledge the receipt of your Excellency's communication of the 6th Instant on the subject of the proposed advance of the General Government. From an examination of the act of assembly passed at December Session 1816, Chapter 101, I am of opinion that any order of mine upon the Secretary of War would not be honored unless it should be accompanied by some act of the Governor and Council properly attested empowering me to receive this advance. I therefore wait for your Excellency's and the Council's further order on this subject. PS Mr. Kerr's letter to you is enclosed."
