As to myself I do not apprehend any danger as yet. This is the first appearence of the Enemy that I know of..." Jarboe was a local militia captain.

I have also though necessary to call on the 40th Reg and Extra Battalion to be in readiness if wanting...and being destitute almost of all the munitions of war and being pressed by the repeated requests and petitions of the several Captains of the regiments I...petition Your Excellency for a sufficent number of arms to make and efficient force." Note: Havre de Grace was attacked on 3 May 1813, much of the town was burned.

Regarding a small squadron of the enemy off the port of Annapolis; intelligence about Admiral Warren.

"I am very sorry to find from the recent newspapers that a small squadron of the enemy are again off the Port of Annapolis. I hope however & cannot be induced to think they will commit any violent act of hostility to our defensless capitol. Having had from Admir. Sir John Warren his strongest asservation & promise that it would be looked upon & accepted as a harbour for Cartels; for dispatch vesses of all descriptions; & for exchanges of prisoners &c. This however...was subject to ratifacation by the Sect. of State, and which ratification was promised by me to carried out in ten days from the 26 Aug. last; But (as is yet inexplicable to me) the first and second divisions of his then fleet left Poplar Island...[more on diplomatic issues re: Annapolis being named a "cartel port."]...I know Sir John to be a man of high honour & rectitude, and as such I have full belief that no act of violent hostility will likely take place against Annapolis without some violence on our part. The primary want of the enemy is Water (some of our trading cizins have too openly & treansonably supplyed them with food), and Wather they can with facility get in our upper rivers; and I see nothign to prevent their doing it in our upper Bay, or in the Potomac as high as Occoquan or at Crane Island about 20 miles below this...I apprehend their present primary plan (like the last years) is to diver our means & forces from the Canada line or the Lakes, and while negotiations are still pending in Europe, to hit us as hard as they can, and placing invading force on the four cardinal points of our seaboard. In the North Eastern states & vicinity of New York, they are already doing it, with the expectation of additional forces (now about departing from Bermuda) for our southern extremities, and more important the lower shores of this River while their light squadrans are watering above. I am disposed to think that the enemy are about to relax in their usual mode of warfare, i.e. robbing of slaves, burning quiet & peacable dwellings, conflagrations of warehouses &c. ...

Marched a considerable distance into the interior, Cockburn with them, to the factory of Messrs Gough and Webb did no injury...the same day a large party landed still lower down the county--went to a store some miles from the river--destroyed some articles such as whisky &c, procured some stock and poultry...

I found to my utter astonisment that Gen. Winder had been irregularly superseded in the command. This arrangemnt has produced a confusion which leaves me at a loss whether my services will be required. I wish Sir, something different to occur. Will you permit me under the peculiur circumstances which exsist now to recommend you to assume the command of the Troops in person...I think it not only an act of justice to Brig. Gen. Winder but likely to [cond??] to the safety and honor of the State. If Gen. Smith is to command, I presume, my services will be dispensed with, as he would no doubt find Gens.
