Methodology for Ulman Project

One method for choosing cases was based on Judge Ulman's book, "A Judge Takes the Stand." Notes from this book are available on ecpclio.net. Some cases were identified by name (Lacotti v. Pennsylvania Railroad) and others were camoflauged. Disguised cases were found based on dates given in the book. Docket books were searched for similar names based on dates given. For instance, State vs. Paul Silver, Philip Jones and Paul Short was really State vs. Paul Gold, Philip May and Paul Sparks/Haines. The year given in the book (1931) was correct. Eight cases mentioned in the book were identified. (Casparis Stone Co. v. Boncore; Cohen v. Liebman; Lacotti v. Pennsylvania Railroad; State v. Duker, State v. Nevin, State v. Rowe; State v. Carey, State v. Gold, May Sparks). Other cases were mentioned, but the descriptions included in the book are either too incomplete or too well camoflauged to facilitate identification.

Another method was based on the minute books of the Supreme Bench for the years Ulman served on the bench. Notes from the minute books are also available on ecpclio.net. While all cases mentioned were noted, emphasis was placed on those cases with which Ulman may have been directly involved - specifically cases that originated in Judge Ulman's courtroom or in which he took a special interest. At least two cases were identified this way (State v. Nevin, State v. Porter).

A third method for identifying cases was based on searches of Lexis Nexis. A list of cases mentioned on Lexis, as well as pdf files of the cases themselves, are available on ecpclio.net. Searches were made for the lexis citation numbers of cases heard by Judge Ulman and priority was given to those cases with the most search results. Most of the cases were identified this way.

Effort was made to gather a selection of cases representative of the years Judge Ulman served on the bench and the different courts that made up the Supreme Bench. The date span is 1925 to 1943, the same span as Ulman's time on the bench. Cases were pulled from the Baltimore Criminal Court, Baltimore City Court, Baltimore Superior Court, Baltimore Court of Common Pleas and Baltimore Circuit Court No. 2.

All cases for which case papers could be found were scanned in their entireties, except State v. Kirsner, which was only due to time constraints. Pdf files of all case papers and docket entries are located in the same folders as the corresponding scans and have been uploaded to ecpclio.net.
