Melville, and others, appeared before the Commission, and asked for assistance from the State in Improving the Liberty Road, from North Branch to Bldersburg. It was explained to them that it might be possible to assist them under the State Aid Law. It was agreed that they would take this question up with the Chairman end the Chief Bngineer. Chairman authorized to accept bid from the Juniata Paving Co, was authorized to permit Mr. Reynolds to do this, provided his work is carried on during our office hours and without interfering with the operations of the office. Upon motion of Mr. Miller, seconded by Mr. Goslin, It was voted that the bids for the construction of the road between Snow Hill and Pooomoke City, in Worcester County, being our Contract #061, section 2 a distance of 3.26 miles, be rejected, as recommended by Chief Engineer Shirley, In hie letter of November 15, 1912, as excessive because the lowest bid received is $41,077.08, while the estimated cost of the work is $3,704.05. After discussing the matter of the construction of the .05 of a mile of State Road to be built between Vienna and Big Mills, in Dorchester County, upon motion of Mr. Miller, seconded by Mr. Goelin, the Chairman was authorized to accept any bid from the Juniata Paving Company , or from any other bidder, that may be recommended by Chief Engineer Shirley, and that if no acceptable bid can be obtained for the construction of said road, arrangements be made, if possible, for the building of same by force account, under the superlntendency of Mr. Wm. A. Percy, provided a satisfactory agreement can be made with Mr. Percy. Upon motion of Mr. Goerlin, seconded by Mr. Miller, the Chairman was Chairman authorized to enter into contract, authorized to enter into the proposed contract, dated the day of with J. B. Franc: November, 1912, between the State Roads Commission and J. E. Francis, of Is Mlfflintown, Pa., being our contract #0163, for building 4.39 miles of State Road from MoHenry to Accident, in Garrett County, when an arrangement can be made that is satisfactory to the Chairman *n& to the Chief Bngineer for the stone necessary for the construction of said road.
