After careful consideration of the question of paying Mr. Prank H. Chairman was instructed to inform Mr. Robert P. Graham, Counsel for Llr. Callaway, that it is the settled policy of the Commission to have the City of Baltimore provide the State v;ith a clear title or right-of-way to all streets within the City before any improvements are made thereon by the State, and that the Commission sees no reason why it should deviate fron the policy in this case.
Upon motion of Dr. Remsen, seconded by Mr. Miller, the following resolution was passed:

that the Palls Road, Garrison Avenue, and Harford Road, having been fully improved within the City Limits* as a part of the State Roads system, shall hereafter be deemed City Street? , under the provisions of the City Charter, and they are hereby turned over to the Mayor ;.nd City Council of Baltimore, and the Chairman is Instructed to send ?.'. copy of this resolution to the City Engineer of Baltimore." Upon motion of Mr. Rarasay, seconded by Mr. Miller, it was voted that .the report of October 21, 1918, of the Committee, consisting of Commissioner liiller, Chief Engineer Shirley, and Assistant Chairman Zouck, appointed on August 16, 1912, for the purpose of investigating and reporting on State Road building in Montgomery County, be hereby ratified and adopted as the findings of this Commission, and that Chairman Roller and Chief Engineer Shirley be instructed to carry into effect, as speedily as practicable, the recommendations of said Committee, v/hioh were as follows:
