Planigan to plug the eevrer of Dr. Theodore Cooke on the Harford Road, as ordered by the Commission on January 25th, wherein Messrs. Planigan stated that if the Commission would assume all responsibility and liability for the closing of this sewer, they would proceed to carry out its instructions.
