On motion of Mr, Shoemaker, seconded by Mr. Hutton, the semi-final estimate of J. W. Silver & Company on Contract #0170 in Harford County,was ordered paid, and the Chief Engineer's recommendation as to an advance of Two Thousand Dollars ($2000.) out of the retained ten per cent on this contract, was approved. Dr. Remsen moved that the request of Mr. Win. A. House, President of the United Railways & Sleotrio Company, for a hearing before the Commission, be granted, and December 21st, 1911, named as the day for said hearing, and that Mr. House be so notified. The motion was seconded by Kr. Shoemaker, and adopted. On motion of Mr. Hutton, seconded by Mr. Lloyd, the Chief Engineer's recommendation as to a flat charge for openings in improved roads of $6,00 per square yard for all pavements except macadam, and $3.00 per square yard for the macadam, except where the opening is in the shoulder alone, or entirely outside of the macadam, in which latter case the charge be $1.00 per square yard, was approved. Mr. Shoemaker moved that the Chairman's action In forwarding to the Comptroller certificates for the payment of the State's share of the expense of Improving the Kensington Road in Montgomery County, S. A. R. #169, be approved. The motion was seconded by Mr. Hutton, and adopted. On motion of Mr. Shoemaker, seconded by Dr. Remsen, the request of the D. K. Andrew Company for an extension of tine on Contract #0172 (Columbia Avenue) to January 1st, 1912, was granted*
