"The crown of the finished road to be three-quarters "(3/4) of an inch to the foot. "Proper drainage shall be provided in all cases, length-"wise and crosswise, for surface water, and under-drainage of the "subgrade for ground water. "All culverts shall be provided with proper headwalls of "masonry or concrete. Corrugated iron will be acceptable for "the pipes." "In view of the fact that the State Roads Commission "declines to accept the cross sectional surface drainage suggested by your Superintendent, of one inch to the foot, and "insist on 3/4 inch to the foot, and also requires more stone "than you contemplated, the Commission also for these reasona "waives the requirements of the guarantee for maintenance and "cost of construction as offered by you.
