Page 150, TImployment of Convict Labor Construction of State Highways through incorporated townships. ITr. William T,. ^'arbury, of "Baltimore City, conferred with the Commission on the question of an amendment to the State Road Act, giving the Commission power to employ convict labor in the work of constructing State Roads. It was understood that T'r. ^'ar-bury would arain confer with the Commission at a later date. Senator T,. ^. Goslin appeared and asked the Commission whether it would renderanv help or aid looking to the construction of State Highways through incorporated townships. It was the sense of the Commission that the funds available are not sufficient to do the work in the counties including work thrjufrh incorporated cities and towns. The Chairman presented a list of bills, amountinr to $573.32, •.vhich had been approved by I'r. Shoemaker of the Auditing Committee. Dr. Clark moved that the bills be paid. T>r. Rensen seconded the motion, -.vhich was adopted. TIT. Pernsen moved that employes be allov,-ed two -/e^ks vacation a year with pay at. t':e rate they ara be inr paid at the lime they take their vacations. Th.s applies to those -.-.'ho have V-on in service at least fifty \veeks. The motion was seconded by *^r. Clark, ar.d adopted. At tha request of "r. "enson, "Hr.
