The above motion was seconded by Governor Crothers, and the Chair declared the motion adopted.
Mr, Shoemaker stated that if under the resolutions Kr. Hut ton v/as authorized to make such purchases and arrangements as he saw fit, he would have to oppose the motion on the ground that it did not seem wise to him for the Commission to delegate its powers in that way.
The Chairman presented a claim from G. Hunter Sykes, allowance for sickness from July 26th, 1909.  Governor Crothers moved that Mr. Sykes be allowed two weeks vacation, and that the rest of the time claimed "be rejected.  The motion was seconded by ?<r. Hutton, and adopted.
Mr. Shoemaker moved that the salaries of Mr. H. ^ickeiberg and T. T. Walsh, as draughtsmen, be increased from |50.00 to $60.00 per month, and that the salary of Mr. T. V. Boyd, rodman, be increased from $40.00 per month to $50.00 per month.  The motion was seconded by Governor Crothers, and adopted.
Mr. Shoemaker moved that the contract for work to be done in Howard County, Contract #0220, 3.29 miles, be awarded Messrs. }/. Bennett & Sons, Indiana, Pa., at their bid.  Governor Crothers seconded the motion.  A vote being taken, the Governor, the Chairman and "r. Shoemaker voted in the affirmative. Mr. Hutton voted "No", and explained his vote by saying that he did not wish to delay the construction but in his opinion the taking of 1/3 the allotment of Howard County to be expended on this road at an expense of $10,000 a mile, when in his opinion the road should be built for a sum appreciably less, he felt compelled to vote "No". Motion lost.
