The motion was seconded by Governor Crothers, and adopted. Governor Crcthers moved the rejection of all bids in Cecil County. The motion was seconded "by Mr. Hutton, and adopted. Governor Crcthers moved that the Coiamission proceed to construct 1.02 miles of road in Cecil County, commencing at Station 96, in Oak.vood, and running easterly to Station 150, towards Porter's Bridge, and that the employment of a competent Superintendent, the securing of the necessary machinery, tools, labor and materials, be authorized, and that the Chairman be authorized to proceed at once to make arrangements for this '.vork and to report from time to time to the Commission his acts in reference to the same. lir. Hutton seconded the motion, which was adopted. Dr. Clark moved that the Bid of the Juniata Paving Company, Harrisburg, Pennsylvania, for a section of road in Kent County, beginning at the corporate limits of the" town of Chestertown, and running towards Kennedyv lie, about 2^ miles, be accepted, and the contract awarded to the Juniata Paving Company, upon and on the following condition, to .vit: Provided said Company will agree to insert in said contract a clause agreeing that the State Roads Commission may deduct frc.m the aggregate price of the work, labor, materials and supplies done or furnished under said contract, an amount equal to the a^rrre/rate reduction in the existing published freight rates, if any, that it may obtain or receive the benefit of, upon any and all materials and supplies that may be furnished under said contract; and that all other bids for work in said county be rejected, and that the certified checks of said bidders whose proposals are rejected, be returned to them. The motion was seconded by Mr. Shoemaker, and adopted. Dr. Remsen moved that the Bid of the County Commissioners of Wiconico County for a section of road in that County, beginning about 4 miles northwest of Salisbury at the end of the Shell Road and running about 5^- miles to Cooper's Mill Pond near Mar del la Springs, be accepted, and the contract awarded to the County Commissioners of Wicomico County, upon and on the following condition, to wit: Provided said County Commissioners of Wicoraico County will agree to insert in said Contract a clause agreeing that the State Roads Commission may deduct from the aggregate price of the work, labor, materials and supplies done or furnished under said contract, an amount equal to the aggregate reduction in the existing published freight rates, if any, that it may obtain or
