Shoemaker moved the appointment of a Committee to take up with the County Commissioners of Baltimore County the question of their taking over and maintaining such portions of any roads or turnpikes in Baltimore County to which this Commission may acquire title but may not decide to make and maintain as part of the State T?oade System, and to formulate with said County Commissioners an agreement in conformity with the agreement in regard to turnpikes with the United Railways and "lectric Company of Baltimore, as submitted by our Counsel and Chief Engineer. Dr. Clark seconded the motion, and it v;as adopted. The Chair appointed Messrs Shoemaker, Hutton and Counsel C.D.Benson, as such Committee. Mr. Shoemaker moved that actual construction shall "begin, as far as practicable, on such ends of all roads to be improved as State Roads as lie nearer the centres of greater population The motion was seconded "by Dr. Clark. Upon a vote "being taken, five members voted in the affirmative and the Chairman vot*d in the negative. The notion was adopted. Mr. Shoemaker moved, Whereas, the lav: creating this Corr.rission charges it "with the full duties to select, construct, improve and maintain such a ,-eneral syste.- of State P.oads and Hi.rh'.vays as can reasonably be expected to be completed with the funds herein pro* vided," etc.; and further provides that "the Comrission shall appropriate and use in the several counties of the State of Maryland so much of the funds arising fror. the bond issue herein provided for as is available for actual construction -.vork in proportion to the now existing road mileage of said counties, respectively," it is the evident intent of t.-e law that the mileage of roads to be hereafter maintained by the State shall be as near as may be similarly apportioned among the counties of the State; and, V/hereas, the cost of maintenance of such roads -./ill eventually exceed the agf-rerate of their cost and improvement and in the event of any county being granted a considerable excess in mileage over its proper proportion a manifest injustice would result to the taxpayers of those counties not so favored; Be It Resolved, That the mileage of roads to be adopted as State Roads in each county shall be, as far as practicable, in the proportion which the road mileage of such county bears to the total road mileage of the State, and that the selection of roads heretofore adopted be revised, where necessary, on this basis. The motion was seconded by Dr. Clark. Upon a vote being taken, Governor Crothera, Chairman Tucker and Mr. Hutton voted in the negative, and Mr. Shoemaker, Dr. Remsen and Dr. Clark voted in the affirmative. The motion was lost. lir. Shoemaker moved that the Chief Engineer be requested to sub- ,Request of Chief Engineer mit, at the earliest possible date, plans and specifications now ready for the improvement of roads in the different counties; and that he Resolution in regard to milea^ of roads in each County in propor-tion which road mileage bears to total road mileage of the State. \
