Welcome to the Baltimore Learning Community Project Home Page. The Baltimore Learning Community (BLC) is the effort of a consortium of public and private organizations led by the Baltimore City Public Schools (BCPS), the University of Maryland at College Park (UMCP), and Johns Hopkins University (JHU) to demonstrate innovative use of the National Information Infrastructure (NII) in support of systematic school reform. Funded, by a U.S. Department of Education Technology Challenge Grant, the goal of the project is to model solutions to the technical and organizational problems that currently limit the applicability of the NII for improving educational outcomes for all students, especially those who are placed at risk by economic condition, community and family disorganization, or disability.
