1) How Baltimore came to be

a) began as an administrative center for Baltimore County on the Bush River (see Augustine Herrman's map of 1670 [published in 1673]

b) county seat was then moved to Joppa on the Gunpowder River (since 1773 in Harford County) and the Bush River Baltimore disappeared

2) another false start in Worcester county on Maryland's Eastern Shore, ca. 1744
