however, to consider well the advantages of services in the coast artillery in the war, and, of course, coast artillerymen cannot be made in a day or a month, or even a year perchance. In conclusion, I would urge careful cooperation between State and Federal Governments; and in Maryland the present is the time for action all along the line. The Maryland National Guard is already ahead of that in many other States, but there is no reason, with its personnel and its enthusiasm, why it should not take strides still farther ahead. J. A.
