Recommendation 3: Related to Rights of All Students to Have a Safe School Environment "All students in Maryland, regardless of but not limited to race, ethnicity, region, religion, gender, sexual orientation, language, socioeconomic status, age. and disability, should be assured educational environments that are safe, optimal for academic achievement, and free from harassment." Rationale The above statement is a reaffirmation of a basic right of students. Students perform best in educational environments that are safe and conducive to their learning. This recommendation is a call for respect of human dignity in all students and recognition of the duty of schools to protect all children or youth in their charge from harm and harassment, regardless of any physical, psychological, or diversity characteristic. 56
