governments, and the public is essential. Until citizenry join to aggressively act upon the reality that this problem did not begin and does not end at the school house door, nothing will change. As the Millennium Breach cautions, we are more and more dividing into two classes, haves and have nois. If this proves true, it will not be because of any action of the children, but due to the social inaction of those who were empowered do something, and didn't. Whether it is one child or one thousand adversely affected, this situation must improve. Regardless of race, ethnicity, family income, region, or any other background factor, they are all Maryland's children. The dire condition of education for some minority students has passed the point of critical mass. That it does not bode well for these children, if not altered immediately, is evident. That it will not bode well for this state, if not ceased now, is inevitable.
