The Grand Jury: December 15, 1948
Chambers testified that Hiss was a Communist and had passed him government documents from 1934 to 1938. He showed copies of the stolen documents. Hiss denied the charges.
Many other people testified. The grand jury decided there was enough evidence to indict Hiss for perjury—lying under oath. Hiss could not be indicted for spying because the statute of limitations for those charges was ten years and so had run out.
