Biography:

Born July 21, 1887, in Baltimore, Maryland.  Son of William and Eleanor (Kyner) Payne.  Attended local public schools, Howard University Law School.  Admitted to the bar of Baltimore City, March 6, 1917.  Married, Marie Payne. Son, J. Howard Payne, Jr.  Died, October 22, 1960, Baltimore, Maryland.  Buried, New Cathedral Cemetery, Baltimore, Maryland.

Legal practice handled many divorce and criminal defense cases.  Also prominent real estate broker.  Candidate for Baltimore City Council and State Senate a number of times, ran as Republican and as an independent.  Member, Pride of Baltimore Lodge of Elks; Monumental Bar Association of Baltimore City.
