Biography:

Born, Baltimore, Maryland, August 7, 1891.  Attended local public schools.  Graduted, University of Maryland Law School, 1914.  Admitted to the Bar, February 6, 1914.   Married, Bessie E. Burgoyne (d. 1973); one daughter, Elizabeth W. Allen.  Died, Baltimore, February 22, 1988.

Began legal carrearr as clerk at Steuart & Steuart, 1907.  Began practricing with Gans & Haman (later Cook, Warnken, Veazy & Markell), 1914.  Served in Intelligence Division of U.S. Navy during World War I, attained rank of Seaman Second Class.  Chair, Workers' Compensation Committiee, 1940.  President, Bar Association of Baltimore City, 1942-1943.  Chair, Alien Enemy Hearings Board of Maryland during World War II.  General Counsel, Public Service Commission, 1947-1948.  Appointed to the Supreme Bench of Baltimore City, 1948.  Retired from the bench, 1961.  Chair, Maryland State Bar Association Committiee on Judicial Ethics, 1961-1966.  Chair, commission to recodify motor vehicle laws for the Legislative Council of Maryland, 1968.  Special master for grand jury investigation of the traffic court, 1970.  Secratary and counsel, Samuel Kirk & Son, Inc.  Member, Engineers Club of Baltimore, Maryland Historical Society, Maryland Acadamy of Sciences, Roland Park Civic League.
