Biography:

Born Waynesboro, Virginia, 1901.  Raised in Catonsville, Maryland.  Graduated, City College, 1917.   Attended Johns Hopkins University, 1917-1921.  Received LL.B., Harvard University Law School, 1923.  Married, Helen Adams (d. 1961), Mary Thayer Johnson (d. 1985); two children, James K. Cullen, Jr. (d. 2000) and Frank A. Cullen.  Died, April 6, 1988.

Began practice with Haman, Cook, Chestnut & Markell.  Joined Benson & Rowe (later Rowe & Cullen), 1925.  Assistant U.S. Attorney, 1931.  U.S. Commissioner, 1934.  Board of Municipal and Zoning Appeals, 1947.  Chair, Board of Liquor License Commission, 1951.  Appointed to Supreme Bench of Baltimore City, 1952.  Retired from bench, 1970.
