Biography:

Born in Baltimore, Maryland  in 1896.  Son of Joseph C. France, leading Baltimore attorney.  Attended Boy Latin School, Johns Hopkins University, and University of Maryland Law School.  Married, Mackensie Robertson, December 21, 1948; no children.  Died in Baltimore, November 27 1952.

Joined American Field Service at beginning of World War I, also served in French Army as Lieutenant and as a Captain in U.S. Army.  Practiced law with Janney, Ober, Slingluff & Williams.  Later entered into partnership with Williams.  President, Bar Association of Baltimore City, 1938-1939.  Chief Magistrate, Traffic Court, 1939-1943.  Chair, State Tax Commission, 1943-1945.  Executive Chair, Maryland Council for Civic Defense during World War II.  Also leader in emergency Red Cross appeals.  General Counsel, Public Service Commission, 1945-1946.  Member, Sherbow Commission.  Appointed to the Supreme Bench of Baltimore City, 1946; served until his death, 1952.
