Biography:

Born in Midland, Allegany County, Maryland, 1896.  Graduated University of Maryland Law School.  Admitted to the Bar, November 26, 1919.  Married, Rita I. Martin; two children, James M. Manley and Mary E. Brohawn.  Died, Baltimore, Maryland, December 9, 1973.

Served in U.S. Army during World War I.  Practiced with firm of Harley, Wheltle & Webster, 1921-1946.  During World War II, member, advisory board of registrants, Selective Service; chair, special hearing panel on War Price and Rationing Board.  President, Association of Baltimore City, 1943-1944.  Elected to the Supreme Bench of Baltimore City, 1946; reelected 1962.  Named Chief Judge, 1963.  Retired from the bench, 1966.  Received papal honor of Knight of St. Gregory, 1963.  Member, Barristers' Club, University Club, Elks Club, Knights of Columbus, Hibernian Society, Friendly Sons of St. Patrick, Ancient Order of Hibernian, American Legion.
