Born in Frederick County, Maryland, August 19, 1944. Daugther of Melvin J. and Leota A. (Peters) Palmer. Attended Frederick County public and private schools; Frederick High School. Married to Jay S. Fifer; two children. Died October 26, 2013, in Frederick County, Maryland.

Register of Wills, Frederick County, 1990-2013. Member, Maryland Register of Wills Association (past president, treasurer & secretary); Maryland Association of Judges of the Orphans' Court; National College of Probate Judges. Member, Estate and Trust Section Council, Maryland State Bar Association. Board of Directors, Daybreak Adult Day Servies, Frederick. Member, Republican Club of Frederick; Republican Club of Frederick County. Member, Church of the Brethran.
