Born in Baltimore, Maryland, October 3, 1943.  Attended Institute of Notre Dame High School; Mercy Medical Center Nursing School.

Registered nurse, Mercy Medical Center, 1975-93. Treasurer, Democratic State Central Committee, 1979-80 (secretary, 1978-79). Member, Baltimore County Democratic Central Committee, 1978-86. Member, Democratic Party National Committee, 1979-90. Board of Trustees, Institute of Notre Dame, 1994-97. President, Maryland Orphans' Court Association, 1996-97. Delegate, Democratic Party National Convention, 2000. President, Safety First Club of Maryland, 2000-02. Vice-President, Professional Club of Greater Baltimore, 2002. President, National College of Probate Judges, 2005 (president-elect, 2004). President, Maryland Register of Wills Association, 2007-10 (chair, legislative committee, 2002-04; vice-president, 2004-07; chair, executive committee, 2007-10).
