Born July 25, 1953 in Watertown, New York. Attended William Smith College, B.A., cum laude, 1975; Maxwell School of Public Administration, Syracuse University, M.P.A., 1978; Syracuse University College of Law, J.D., 1978.  Admitted to the Maryland bar, 1978; U.S. District Court, District of Maryland, 1979.

Associate Judge, Baltimore County Circuit Court, 3rd Judicial Circuit, since May 20, 2002. Member, Public Awareness Committee, 2004-10, 2012-14, Maryland Judicial Conference. Member, Alternative Dispute Resolution Committee, Judicial Council, 2015-.
