Born in Washington, DC, September 20, 1956. Attended University of Maryland, College Park, B.A. (history), cum laude, 1978; Georgetown University Law Center, J.D., with honors, 1981. Admitted to Maryland Bar, 1981.

Associate Judge, Baltimore County Circuit Court, 3rd Judicial Circuit, since May 13, 2002. Member, Civil Law and Procedure Committee, 2010-12, and Court Interpreters Committee, 2012-, Maryland Judicial Conference. Civil trial attorney, Tax Division, U.S. Department of Justice, 1981-85. Special U.S. Attorney, U.S. Attorney's Office, Los Angelos, 1983. Inquiry Panel, 1987-92, and Review Board, 1993-96, Attorney Grievance Commission. Member, Trial Courts Judicial Nominating Commission, 14th Commission District (Baltimore City), 1995-99. Business and Technology Division Task Force, 2000. Civil mediator, Baltimore County and Baltimore City Circuit Courts.
