Biography:

Born in Baltimore, Maryland, June 25, 1932.  Attended Baltimore parochial schools; University of Maryland, B.S.; Morgan State College, M.S.  Married, three children.

General Assembly:
House of Delegates, 1967-94.  Member, Ways and Means Committee; Taxes and Revenues Subcommittee.  Chair, Baltimore City delegation.

Private Career and Other Public Service:
Served in U.S. Army, 1954-56.  Retired educator.  Vice-chair, Committee on Student Financial Assistance, 1968.  Member, Landlord Tenant Laws Study Commission, 1977-80; Task Force to Study Off Track Wagering, 1981-82; Task Force to Study the Development of a Regional Horse Racing Circuit for Maryland and Virginia, 1993-.  Founder, Constellation Democratic Clubs.  Member, Phi Delta Kappa education fraternity; Knights of Columbus; Holy Name Society.
